Guide to Traveling with Unaccompanied Minors

Traveling with an Accompanying Adult

A child can travel by plane accompanied by an adult who must be certified through a notarized document signed by the parents or legal guardian. This certificate must be registered in the presence of both parents. Additionally, the child must have a valid identification document (passport or ID card), as a birth certificate is not accepted by border authorities.

Traveling Without an Accompanying Adult

According to Romanian legislation (Law No. 248 of 2005 regarding the free movement of Romanian citizens abroad), Romanian citizens under 18 can only travel abroad if accompanied by both parents or by a single parent/adult. They must also carry the necessary documents: ID card or passport, a notarized declaration from the parent who is not traveling, and the criminal record of the accompanying adult if they are not one of the parents.

Low-Cost Airlines

Low-cost airlines do not allow minors to travel without the supervision of an adult. Each airline establishes its own rules regarding unaccompanied minors, so it is recommended to check the specific terms and conditions before booking.

Rules

The UMNR (Unaccompanied Minor) service is mandatory for the following unaccompanied minors:

- Ages 5-18 for citizens of the Republic of Moldova

- Ages 5-12 for foreign citizens.

**Conditions for UMNR for citizens of the Republic of Moldova:**

- Prior confirmation from the operating airline, which must be requested through booking systems;

- Guarantee of payment for the UMNR service (please contact representatives of FlyOne or its authorized agencies);

- Power of attorney from the parents or guardians permitting the minor to cross the border. (For additional information, please call our Call Center – 022 844 111).

Conditions for UMNR for non-citizens of the Republic of Moldova

- Prior confirmation from the operating airline, which must be requested through booking systems;

- Guarantee of payment for the UMNR service.

A pre-established document for UMNR will be completed by parents or guardians, who are required to supervise the unaccompanied minor and remain at the airport of departure until the aircraft departs.

For safety reasons, unaccompanied minors cannot be seated next to emergency exits.

Children under 5 years old will not be accepted as UMNR.

To ensure a pleasant journey for the minor, please gather additional information about all necessary documents for their travel, both in their country of residence and in the countries of departure, arrival, or transit. The cost of the service is 70 EURO per flight.

* This service cannot be provided for the destination Chisinau-Paris, Paris-Chisinau (if flying with FLYONE).

- Wizz Air: Traveling for unaccompanied minors is not permitted.

- Blue Air: Offers a special escort service for unaccompanied minors for a fee, with a company representative accompanying the child throughout the flight.

Regular Airlines

Some regular airlines allow children to travel without an accompanying adult for an additional fee, which may be a fixed amount or a percentage of the ticket price. In addition to the documents required by Romanian legislation, parents or legal guardians must fill out a form at check-in, granting the airline the authority to transport the child, who will be picked up at the destination by a designated person.

Additional Requirements

Children traveling unaccompanied usually must be at least 5 years old, but the minimum age may vary depending on the airline. There may also be age restrictions for certain routes.

Airlines determine whether a child can travel alone, so check these details before purchasing the ticket.
